Why can't we keep the resources of Stack Exchange 1.0 on Area51?

I have seen this questions:

Should we have a new Stack Exchange site for photography?

But there is a great idea about reaching photography community. I have proposed a 4th out of 16 sites during July 2010, and I have received the approval from the Stack Exchange team.

My question is, why the Area51 development team can't leave a Stack Exchange 1.0 site like Photography?

I think that at least any of the 12 sites will reach a point where it'll be isolated from the rest of Stack Exchange network. I believe the “no migration” policy should be reviewed and it's a pity that the Area51 developers can't keep that.

First, we have promised Area 51 that migration is completely forbidden. We are a network that prides itself on self-sustainability. The idea here is that Area 51 sets out a scope (at this point, 120 sites!), that the development team establishes a design for, and that the design is implemented.

Part of this is that it has to be a workable design. Posting a scope and having it turn into a dozen sites is not workable. It's not the fault of the developers, but of the scope. That's why they ignored it. The only thing to do is to define a scope that fits that framework.

That's why this question was closed. You are right in that Area 51 should leave at least one copy of Stack Exchange 1.0. But that copy of Stack Exchange 1.0 (the Design portion) should grow to be a full network. In other words, all of Stack Exchange in the scope that you're proposing.
